General Description: Under the direct supervision of the Office Manager, the Billing Clerk serves to: perform the accounting and billing operations of the utility, performs other duties as assigned, and maintains good customer relations and a positive image for the Utility.
Essential Duties and Responsibilities:
The Billing Clerk must be an effective communicator both written and verbal preferably in both English and Spanish.
Must be proficient in billing and accounting software, word processing and spreadsheet software, and general computer operations.
Must be willing to acquire and maintain knowledge of accounting and billing rules and practices for public utilities in the State of Iowa.
Assist in maintaining all accounting and bookkeeping records for the Utility.
Prepare payroll, issue pay checks, and file State and Federal reports and payments.
Perform billing and collection procedures for the Utility including but not limited to; upload and download meter information and reads from meter reading equipment, print and mail bills and delinquent notices, receive and record customer payments, etc.
Prepare and issue work orders that involve utility services such as turn on/off, meter reads for final bills, meter variance (high or low usage), customer inquiries, shut off for delinquent bills, etc.
Issue payment extensions, payment plans, water leak adjustments, etc. to customers in accordance with procedures as established by the Superintendent and/or Trustees.
Must cooperate at all times with local, state, and federal officials and help insure compliance with all rules and regulations.
Assist in all general services and functions of the Perry Water Works.
Maintain a favorable image of the Water Works through contact with citizens, customers and others.
Perform other duties as assigned.
